You swim 100% faster using Hangyodon's upgraded companion ability, Speed Swimmer, maxed out at level 13.
Equipping scale mermaid items will increase how long you can stay underwater and further increases swim speed.
The only time I dive/swim and not use Hangyodon is at Spooky Swamp, where I use a swimming potion with Pekkle instead.
